Application Control when NOT using the web proxy

Hello,

I would like to utilize Application Control to block a specific type of traffic activity (torrent) that occurs on our Guest network. The Guest network has its own physical interface and is not subject to httpproxy web filtering. However, it is enabled for IPS and ATP.

I have a firewall rule that says this already:
Guest Network -> Any -> AnyInternet

My question is: will Application Control still take effect if I create a block rule for torrent traffic on this source network?
