Setting Proxy Standard Mode

Hi

maybe anyone can help me about this setting. because my configuration still not success.

i have a case with proxy setting on port 8000 in my utm.

Internal : 192.168.1.1/24

External : Public IP for outgoing.

i want to all users under utm if accessing internet or intranet through Proxy ex : 192.168.1.1:8000 on their browsers. so, if users want to access internet should be configured proxy in their browser. if they not configured proxy in their browser, users can not allowed access internet or intranet. so .. default this configuration is to allowed access internet it's must configured Proxy in web browser.

in my setting WEB FILTERING also configure with allowed network ( Internal Networks ) -->Operation Mode : Standard Mode --> Default Authentication : None .

HTTPS : URL Filtering mode

POLICIES : Base Policy ( Default Content filter Action ).

In filtering Options : Misc --> Web filtering port : 8000

but , with this configuration i have the results is : users with No configured proxy in their browser still accessed internet and intranet, and users with configured Proxy can accessed internet and intranet as well too. in this configuration i want to my users if their no configured proxy in their browser. They CAN Not Accessed internet or intranet.

maybe you can help me find a litle bit missing my configuration ? how we do fix it ?
