throttle one user well their traffic at least.

I have one user that insists on using her own macbook for her office job. mgt says its ok, they use about 22% of network traffic in a day. Instead of throttling the site was all use, i would like to throttle just her IP. 

I need suggestions. on how to make this happen.

    1. Enable QoS both on LAN and WAN interfaces.
    2. Create two traffic selectors, one for download traffic (ANY -> ANY -> HOST), and one for upload (HOST -> ANY -> ANY).
    3. In Download Throttling select WAN interface and create new rule selecting download traffic selector with desired download traffic limit.
    4. In Download Throttling select LAN interface and create new rule selecting upload traffic selector with desired upload traffic limit.
