Policy violators

Hi,

in the web protection log when go to the policy violators I can see the name of the server and the site and the category and I can see the actions ays blocked.

when log to the same server with a domain user and open the same site I can open the site without any warring!!

why the action says blocked but I can open the URL? this heppens almost for every URL that I can find under policy violators.
