Recreated HTTPS service, removed it from HTTP/S proxy allowed service list

So, I recreated the HTTPS service with the intention of changing it to TCP/UDP and it broke my web filtering. I looked at my change log and it shows the deleted HTTPS service being removed from the "HTTP/S proxy allowed service list". Where do I go to add HTTPS back to this list?

    But why TCP/UDP for HTTPs? HTTPS is only TCP...
