Unable to exclude ROKU. Please check my settings

So I can't watch netflix or Amazon prime on ROKU due to the dumb filtering.  So it's either web filtering ON and no streaming video or Streaming Video without web filtering.
I have created an exclusion rule but it doesn't seem to work.
Here is the rule.

    Disabling UDP Food Protection is a diagnostic tool  Instead of leaving it disabled, check the Intrusion Prevention log to see what Exception you need to add.
