Disable 'Unblock URL' for 'Malicious Sites' ?

Hi,

we allow users to unblock specific blocked URLs. This 'unblock' will be reported in a daily pdf unblock report.

Unblocking blocked URL is no problem for us in general, but the user can also unblock 'Malicious Downloads'. Firstly, they can not do anything and the second that are usually part of our customers with the term.

    At present, this would be a feature request and I think a good one.  Either allow unblocking for a specific list or disallow unblocking for a specific list of categories.

    I would revoke unblocking privileges for anyone that unblocked a malicious download.
