Web Proxy Local content filtering database?

Had to turn off the http proxy yet again..come on guys get this feature pushed out or fix your bandwidth issues.

the afcd takes between 50 and 80 % of the CPU and the http proxy takes 15 % only,otherwise, nothing consuming the CPU or the box.
the internet bandwidth is 155MB and up to 250 MB.
