What log file will give me the best information into why this is happening?

    Hi, Benjamin - it looks like you've been around here awhile, but it's the first time I've seen your post - welcome to the UTM Community!

    I think this likely is another case where it's your ISP or their modem.  You might have luck with #7.7 in Rulz, but I'll guess you will need to replace the modem and/or ask your ISP to work on cleaning up their network.
