ACC Packet Filter No Deploy tab

ACC 2.2 when I create a packet filter rule I do not see a deploy tab. For definitions and Web exceptions deploy is obvious, but I don't see it for packet filter rules. I'm sure this a noobie blindness issue, but somebody lend me a cane.

Oh, a little non-intuitive, but that worked. Thanks. (I thought rule sets were an option, not a requirement, but I guess it makes some sense.)

Rulesets do make sense, after you think about it a bit.
