yes this is some kind of twilight zone ... Actually it is required behavior due to the multi-client capability of ACC V1.9. For instance, imagine an Admin A creates an Action for 5 Devices and then an Admin B who only has permissions for 2 of these 5 devices changes the scheduled action. We will review how to handle such cases in the future, but if we do any changes then it will be low priority.
