RED10 Will not connect to UTM - Status lights

Hello, I am wondering if my new device is DOA out of the box. I tested three ways: 1. Directly connected to the ISP remote site, 2. Connected behind a router at the remote site, 3. In the same network as the UTM9.3
I used the Deployment helper to set up.

The LAN1 and WAN lights are steady
System, Router, Internet and tunnel keep cycling through
Then it resets and cycles through again.
The UTM "Live Log" on the RED Management tab shows no packets.

So, is the RED10 device broken? I should get more lights than WAN and LAN1
