Issue with firewall block

I am trying to set up a firewall rule to block everything on a particular device (a Smart TV). I have a static IP set up from the DHCP server and I can see that it is working as expected. The firewall rule is set to the device as the source, blocking all traffic to all destinations (I have tried drop and reject) and it is the first item in the firewall rules. When I open Netflix, it will not play (as I expect). When I open Amazon, it starts streaming. How do I figure out what is going on?

    If you check #2 in Rulz, you likely will see that the Amazon traffic is going through Web Filtering.  You can confirm that by opening the Web Filtering Live Log when you go to Amazon.
