Setting up user portal to be accessible from the Internet

I'm trying to setup external access to the user portal to go in and install the ssl vpn client on user machines. 

For some reason I am not able to access the portal. Here is my setup right now. 

I have the users set up for it already. I've also tried different ports. On my firewall logs it's says that it's letting it through on the ports specified here, but then the page times out and says connection refused. I've also tried it with my external ip and the same thing happens. 

I'm to the point where I'm not sure of the next move. Here is my ssl vpn config. 

Anyone have any input on what I should do next?
