Dynamic DNS issue of late

I have noticed an issue that I have not seen for a while concerning DDNS updates.  I have a WAN connection to a cable modem that is set to DHCP, and also have a secondary static IP so I can reach the cable modem interface.  Occasionally when my WAN connection is down, my UTM performs an IP update to my DDNS provider using the secondary address (192.168 address).  When the interface returns to normal, it is not updating the address again and leaves my public DDNS name resolving to the 192.168 address instead of the new DHCP public address.  I did not have this issue until recently (within last 1-2 weeks).  It is an odd issue and may be hard to find someone else who is having this issue, but is there anyone who has ran into this?  If I remove the secondary address, I cannot access the modem status page when internet is down (which is when I want to see the status most of the time).  Any ideas?  I am running 9.50009 and I believe this is when the issue cropped up.
