Would it be possible to trigger an email when a new DHCP lease happens?

Would it be possible to trigger an email when a new DHCP lease happens?  Or maybe when a DHCP happens that is not for an existing reservation?  Thus something new is on your network so you receive an email with stuff like the MAC and IP.
