External connectivity to user portal stopped working

Hi there. Having a bit of trouble with the user portal. I don't recall having made any changes, but it appears to no longer be accessible from the outside world. It can be accessed from within the network, but only using the internal IP address of the UTM. When I try accessing using the external IP address, I get "Connection Refused" message.This is the case whether I try http or https.

Oddly enough, nothing seems to show up on the log for HTTPD Daemon when this happens. I say oddly because my understanding is that this error means that the request should be hitting the UTM (otherwise if it were blocked say at the ISP level it would just timeout). 

Around the same time, all VPN connections have stopped working. I don't know if the two issues are related.

I've checked and rechecked all the settings for the portal and authentication. Access is permitted from Any network. I've also searched through the forums to try to figure it out. Most involved either checking the settings (which I've done) or unique situations that don't apply to me (e.g. using RADIUS authentication, etc.). 

I'm not even quite sure how to diagnose further given that  nothing seems to show up in the logs.

Any suggestions would be most appreciated.
