Where Did Webadmin User Preferences Go?

I want to change the default number of items to display per page from 10 to 100. I thought it was: Management -> WebAdmin Settings -> User Preferences

but User Preferences doesn't show up on any UTM I have except one - which is V9.0 (its a lab UTM). Has it move or been removed?

Change the WebAdmin language to English, I bet it will reappear afterwards...

To clarify, you have to change language to Spanish or something else easy to translate and then back to English for it to show.
