Skiplist for incoming SMTP traffic not working

Our transparent SMTP proxy skip list does not appear to be working for incoming email.

We are running in exchange hybrid mode as we migrate to Office 365. I have added all of the O365 IP address ranges to the skiplist. When a user sends an email from on-prem to O365 it works as expected. (the SMTP proxy doesn't intercept the traffic). However, when an O365 mailbox user sends to on-prem, the transparent SMTP proxy intercepts it, which breaks the headers so the email doesn't look like its an "internal" exchange email.
