I always configure for confirmed spam to be rejected at SMTP time and blackholed if it gets past that first check and if ctasd reports the message content as 'Confirmed' spam. I don't know of any "ham" that's been rejected as confirmed spam.

You then need some kind of rule in the users mailbox, like Outlook rule, to move mails with a specific subject to a given folder. In Exchange you can build this rule globally for all users.
I wolud like to let you know that, it is not possible to create a globle rule in the Exchange that would send the emails with **SPAM** or any other word in the email subject to the junk mail folder or any other folder in the users mail client.
Option of creating the rules at the mail client level is also not good option when you dealing with 1500 users.
