POP3 proxy "can't connect to database"

In the last 48 hours or so, I've started getting regular email alerts from the UTM that the POP3 proxy was not running and has been restarted.  When I went to look at the proxy log this afternoon, I see nothing but

pop3proxy[8792]: Can't connect to database, retrying in 10 seconds: could not connect to server: Connection refused

repeated every ten seconds or so.

What database is it trying to connect to, how can I troubleshoot it, and more importantly, how do I fix it?

    Have you rebooted?  If that doesn't resolve this, before doing a reinstall from ISO, try /etc/init.d/postgresql92 rebuild
