So from what I understand , if running DHCP on UTM , it will be able to provide all those IP's ( will definitely approach 100) , as long as less than 50 need gateway/internet access? ( except for ones that need NTP)

Recently countered this issue with my UTM 9 Home setup. Am now above 50 IPs though am not entirely certain what some of the LAN IPs are that are being counted yet they remain in the Active IP list... that's another story altogether.
Nevertheless I've managed to setup my shared home HP LaserJet printer with a static IP and NO GATEWAY. However, oddly enough, my IP Cameras won't even allow me to remove the Gateway address from them.
Am desperately trying to figure out which items I can remove gateway to start paring down my Active IP list. Sounds like I may need to setup my Netgear Orbi home wi-fi in ROUTER mode so that all wi-fi devices remain behind it as I don't currently have a need to access any of these devices remotely from the internet.
