Update not working

Question

I tried (twice) to update UTM 9.705-3 to 9.706-9. 
 I uploaded the file to UTM. 
 It shows that it is ready to apply the correct version. I ran the update and rebooted. 
 UTM is back to 9.705-3. Nothing changed. I tried the whole process twice.

There is no update package from 9.705-3 to 9.706-9. 
 There are only updates from 9.705-3 to 9.705-7 or 9.706-8. 
 After that you can go to 9.706-9.
