Have you changed Up2Date to 'Manual Download' and see if it stops?

Thank you both for the links, but I bet the problem is what Yash pointed to. My hypervisor was not exposing SSE3. I made the change and it seems to have stopped pulling down data every minute. I will keep an eye on it and update this thread. Thanks.

Dzięki, Bob. Since I exposed SSE3, I have not seen the behavior. I have marked Yash's answer as the solution.

Please be aware that your CPU needs SSSE3 instructions. That is a difference to SSE3.

Thanks. Point taken. In my case, disabling processor compatibility mode enabled SSE3 through SSE4.2, including SSSE3.

This has been bugging me for a while - thanks for the root cause.

Running Proxmox, and had to update the vm config file directly

conf files can be found in /etc/pve/qemu-server

append the following line to the end of the conf file (once the VM is stopped)

args: -cpu qemu64,+ssse3,+sse4.1,+sse4.2,+x2apic,aes,rdrand
