How to build this configuration correctly?

good afternoon, please tell me through what tools to implement this task? UTM 9 is now deployed
1. Balancing traffic for 4 providers
2. Ensuring the stable operation of an office for 100 people + a branch for 120 people (it is planned to purchase 2 devices and combine them via VPN into a single LAN)
2. Corporate portal of authorization or a similar solution - to record statistics of visits to sites and applications by employees (the company does not have AD)

    1. You do this with Uplink Balancing.  In the 'Active Interfaces' box, click on the wrench in the upper right to assign "weights" to each that correspond to the relative speeds of the connections.  If you want some traffic to always use a specific interface, that's done with Multipath Rules.
    2. UTM is a good tool for this.
      1. What speeds are your internet connections?
      2. What speed is your UTM's CPU and how many cores?
      3. How much RAM?
    3. You can deploy the Client Authentication Agent and then require authentication by Agent in Web Filtering.
