Site to site VPN tied to license?

Quick question.

I have a customer who is considering Sophos but there might be one gotcha.  Does sophos still tie site to site vpn functionality to its annual network license?  ie, will the tunnels go down if the license is not renewed?  The customer is trying to figure out if they really own the device or not, or are only leasing the device as a service so long as the license is paid?

    Sophos UTM 9 firewall requires a network protection license for the VPN.

    Network Protection:
    Description: This subscription enables the Intrusion Prevention System (IPS) incl. pattern updates, DoS/Flood Protection, SSL & IPsec based VPN and Remote Access, Advanced Routing, WAN Link Balancing, and detailed Network Protection Reporting."
