UTM Performance or h/w issues

We have just upped from a 100Mbps link to 1Gbps for Internet.

Trying fast.com and speedtest.net the best I'm getting through the network is 95Mbps.

There is gigabit ethernet all the way through and the interfaces report 1Gigabit connections full duplex so I would have thought we'd see in the 100's of Mbps vs. 95Mbps on wired connections.

Our UTM is running on a Dell 1950 with Xeon 5140 CPU, 4Gb RAM, dual gigabit interfaces and CPU or memory are not being taxed at all.  I feel I'm missing something probably real stupid or fundamental, the UTM surely cannot be crippling my link this much? UTM Version 9.605-1.

    just a guess, any QoS setting on this interface?

    If not, does the result change if you disable IPS?

    That CPU won't get you anywhere near 1Gbps even if you find that Alex's suggestion helps you get a bit more speed.  One major limiting factor is Intrusions Prevention.  Snort is single threaded.  That CPU has 2 cores, so you would want to test with two simultaneous speed tests on separate machines to see what the net throughput is.

    If this is a home-use situation, you might want to let some traffic come around the UTM instead of through it.
