site appears to connect refused

I am having a problem accessing a website, every time I try it appears this message (connect refused )

  • 1) Connection refused can mean that the other end never responded.   Is there any other traffic filtering in front of UTM?

    2) Connection refused can mean that the port is not open.   I tested with the PortQry tool, and confirmed that port 80 is available.  I also noted that port 443 was open.

    3) Connection refused can mean that the client and server could not determine a shared ciphersuite.   This would only be possible if the site redirects from HTTP to HTTPS.  The site has port 443 open, so this may be the case.   I did some testing with OpenSSL and I do not see any evidence of a ciphersuite compatibility problem.
