best setup dual wan - vpn

2 Locations
Each has dual Wan. Wan1 is 150/30 Wan2 is 50/50

requirements
-Locations connected with Ipsec VPN
-redundancy for connections (if 1 wan fails the other will pickup)
-redundancy for VPN
-qos for voip phones

what is the best setup for this?
