All of the DNS-related issues are grouped in 'Network Services >> DNS' but you have to know that the source for time (the equivalent of DNS 'Forwarders') is set in 'Management >> System Settings' on the 'Date and Time' tab. Rather than moving things around, just add documentation in NTP.
In general, it would be convenient if inter-dependencies like this one were documented in logical places in WebAdmin. Better would be to offer quick links that take you directly to the appropriate position on the apprpriate tab.
