Yes, the home use license allows enabling country blocking.
The restrictions for the home use license are:
1) Not for business use.
2) No Astaro/Sophos technical support. Must come to the forums for assistance.
3) 50 IPs.
4) No customization of notification pages.
Is there a way for one to buy a addon so one could get more ip's at home ?No, but sometimes 100 IP licenses are given to those who actively participate in our public betas. The beta for 9.100 will be starting soon.
Do they sell a lite package ?We will soon be selling a cost effective base model/license package called UTM100. Contact a reseller for more details on this.

Hi, yes you can add 'additional addresses' to an interface.
Note that country blocking (currently) blocks traffic in both directions; if you have users and webservers, and enable blocking, users will be blocked from other countries too.
Apparently this will be changed in 9.1; see
Network Security: Split Country Blocking to Inbound/Outbound
and
Network Security: Exceptions for Country Blocking
