Block Countries List change... Europe and Europe Continent

Where as Europe Continent is category under the Country Group:

And what is under "Europe" only?  And will Germany still be blocked if I leave in "Europe" and remove "Europe Continent"?  I think it defies logic that I have to leave the "Europe Continent" in the list (which has a bunch of countries that will never be allowed) when I only want to allow DACH and that DACH no longer works if it is removed. The single country allowed should always overrule the groups and not the other way around. And "Europe" isn't a country so that is wrong to begin with.

If a IP is not specified, it will get into EU. 

EU is not a Country, basically a fallback, if a IP belongs to one big ISP and is associated to multiple Countries.
