This would be a safety precaution to ensure that the original owner will be the one selling the product. As a requirement, the owner or the registered person needs to fill out the transfer form.

Sophos should have exceptions for these like previous where devices are left in limbo such as bankruptcy sales, or just old IT equipment that gets retired and donated, etc.
In many cases usually a customer doesn't care and will give away, sell off cheap, etc and simply won't be bothered to sign some form. A lot of ewaste is likely being generated by this now.
Could just as easily have sophos email registered owner of serial #, and if no response within 30 days, then approve. OR allow customers to flag equipment as stolen so it becomes blacklisted.
There's better ways to handle this grey area of limbo devices in my opinion, which I might add are perfect for MSP licensing situations.
