Several VLANs on WAN port block Internet Navigation

I need to configure  two VLANs  in one WAN port .... One to Internet  (VLAN A)  and  another to a private network to stablish a VPN (VLAN B)

When I am connected to Internet by a PPPoE conextion with a VLAN A  i can navigate internet with no problem...even stablish VPN to a remote site with Public IP....

When I try to configure another VLAN on the WAN port to connect to a  VPN . (when the second VLAN have the Gateway active) ... the navigation is block becouse the internet traffic try to go out by this second VLAN....

In Lab I test the same scenario and when the second VLAN have a Gateway active ....  the traffic  to internet is block ...(just when the second Gateway is active, the traffics to internet is block) 

My costumer need that second VLAN becouse a VPN must be stablished with an no public IP network by a just one Phisical connection.

Is this a normal problem with more than one VLANs on WAN  ??  how  should i configurate to avoid this behave  ??
