Google Play licensing for schools

Maybe the question is not right here but maybe someone has already gained experience with it.

We are supporting some schools that want to use Android Tablets (Samsung Galaxy Tab) in class. The devices should be managed by SMC.
My previous idea to minimize the effort is to configure the devices (10-25 devices per school) with one Google ID per school.
The question is, how to buy paid apps for schools? With only one Google ID per school, we would buy an app only once and distribute it to every device in the school. Do we buy an app per device or per user or per school?
