You can create a Policy rule, add the users to this policy, and then turn off all of the checks for this Group/Users. However, some default protection that can't be disabled will still be turned on, for example if an email contains a Virus Central will reject it.

We are about to begin adding mailboxes from GSuite to Central Email Gateway. Can we add groups or users while allowing the remaining users email to pass through?

Thank you for the follow-up!
Central will scan every email passing through it, so you would need to have a mailbox for each user that expects an email, otherwise Central will reject it.
It seems like you are in migration progress for this I would recommend you to reach out to your Account Manager so he can reach out to your Sales Engineer or engage Prof Ser in case you need some assistance.
