Sophos Central: cannot find Menu "Settings & Policies" where is it?

I want t add an admin - logged in as super admin, 
 
 but cannot follow the instructions:

Where is Settings & Policies ?

ah, ok, there is an other product, Sophos Central Enerprise which looks like is not the same as Sophos Central. 
 In "classic Central" it's in Global Settings > Role Management .
