I have a customer who I would say by the end of the year will be fully moved to Azure AD and will be decommissioning their on-premise servers. Their current setup in Central doesn't have Directory Service enabled (only about 9-10 users). Would it be best to just have it sync Azure AD or AD for right now?

If the customer is looking to move over to Azure AD, I'd suggest setting up the Directory Service with Azure AD to start out with. If you choose to go with the On-Premise AD Sync to start out, and choose to switch later you may run into the issue outlined here.
This is due to the UPN names differing between the two sources of information.
