SEC doesn't keep track of license usage (as opposed to Cloud or Safeguard Enterprise). The Managed count from the dashboard is an estimate (but then it could include already decommissioned devices as there is no return-to-unmanaged-state mechanism).

as said, there is no mechanism which controls the licenses you use (other than your conscience [;)]). If you have a, say, 100 user/device license you can install and manage Sophos on 110, 500, 1000, or even more endpoints. Physical assets don't just pop into existence, for Windows endpoints you need the OS licenses as well, thus it shouldn't be too hard to estimate the necessary number. If you don't reuse the names when you replace devices you'll get stale, dispensable entries in SEC - it won't enforce a limit though.
