Yes, the Surface does and will support SGN.
There's a few potential factors here though.
It would appear from your screenshot that your fallback policy is USB startup. For what could be many reasons (TPM disabled in BIOS/UEFI, hardware outdated, GPO settings conflicting - as the machine is a tablet/touch screen you need to make sure your GPOs takt this into account) - The TPM on THIS device is not available.
It's then fallen back to the next policy - use USB instead.
Could you please run (elevated command prompt) TPM.MSC on this machine and post the results please?
It's not the answer, but as a test have you tried to manually add a PIN to the device Paresh? At an elevated prompt - type
manage-bde -protectors -add -TPMAndPIN c:
If PIN is not working, that could be due to problems with your user account. Your user account might be corrupted and that can cause this problem to appear. To fix the issue, you need to convert your Microsoft account to a local account. After doing that, the problem with your PIN should be resolved.

We have found the alternate solution to fix this using local computer policy.
PLease find the above snap & after that it will show the PIN option at the time encryption
