Can i delay outgoing mail from a particular user

What is the reasons why you want to delay the Outgoing email? Im just curious with this scenario

this is to monitor for misuse of email 

Hi Jai,

There is no way to delay outbound mail but you could make an outbound watch list rule for the user.. set the action to quarantine a copy and continue .. change the reason to keyword2 .. then from the ui you could search for the reason keyword2 and all of that users mail would appear.. just note that when the quarantine expires, so will their mail.

the other option would be to send a copy to another server and store it there.
