Report as Spam Feature

Can somebody explain how the Report as Spam feature works? As far as I can tell it doesn't have any effect whatsoever. We are consistently reporting mail as spam and continuing to receive the same junk from the same senders every day. I understand there may be a delay while the messages are analyzed and added to the definitions. I also understand there is a difference in how Bulk mail and Spam are handled but some of the messages we've reported are obvious spam and are still coming through.

I opened a ticket with support but haven't had much luck. They told me a message was Spam and was "Blocked by Labs" one day and the next day told me a message from the same sender was Bulk mail and we should enable a bulk mail policy.
