Quarantine "massive/bulk" management without directory services

Question

Hi to all, 
 maybe this is a silly question but I didn't manage yet to find a prorer answer, so: 
 About the quarantine web management interface: is it possibile to define just one local user (i.e. without using directory services) who is able to manage quarantined messages for all the mailboxes? 
 AFAIK if I create a local user, or just use "admin" towards the quarantine web interface, I can see/manage only emails directed to that specific user; I'd like to have a single user capable to manage block/releases quarantined messages for everyone.

 So you can manage quarantine with a "helpdesk" user through the Admin web interface (but not through the quarantine web interface which is intended for single user usage).
