How to block users to open proxy sites and downloading movies?

Question

there is an issue which is users using a proxy to accessing sites and downloading movies which are copyrighted. Example College 
 Is that possible to find the person?

Hi Sudheesh 
 You may search using the Web application usage and see if you're able to find anyone using any such application. From those IPs, you can then do a local search on the user machines to check this further.
