We are aware of this issue and have a fix for it in the beta refresh.
The manifestion of the bug occurs when a user visits an item that needs to be sent to sandstorm and the site has never been "seen" by the UTM before (the site has not been reported on before).
For example:
A user vists http://site.com/sandstorm_item. The website site.com has not been seen by the utm before and will not record sandstorm information.
A user vists http://site2.com then ~ 5 mins later visits site2.com/sandstorm_item. The sandstorm information will be recorded because site2.com has been seen before.
