You can configure a RED for static IPs.  The tunnel is not IPsec, but it is encrypted with AES as IPsec can be.

The RED is a specialized SSL VPN technology, and it requires a lot of CPU.  For 500 tunnels, you may need a dual 8-processor server with a lot of RAM.

One of the developers mentioned earlier this year that the AES-NI capability of the new Intel processors would be utilized in an upcoming release for the SSL VPN.  You should ask your Sophos representative if this already has been implemented in V9 for RED.  If it has, a dual quad-processor should be sufficient.
