[8.295][BUG][FIXED] Confd Error while trying to clear proxy cache.

Hi, if I try to push the clear cache button, I get an error shown in the screenshot.
Tried on Chrome and Opera on win7.

    The proxy is never restarted although the connectivity is lost for a moment during this process. While the log clearly states the proxy is being restarted
