Still getting spikes in the graphs when rebooting or the interface is bounced.

This happens whenever the external interface bounces.

Interesting, I've not encountered that. Do you get an explosion of data if you packet capture that interface?
Are you using PPPoE? It appears to happen when the PPPoE connection is bounced.
Not seeing a spike in the packet capture though.
