IPV4 DHCP Relay not working

Question

Dear Team 
 IPV4 DHCP was working in V20 MR1 and MR2 but after upgrade to V21 EAP IPV4 DHCP Relay stopped working. While IPV6 DHCP Relay is working. 
 After detailed debug now there is new checkbox Relay through IPsec if we enable it IPV4 DHCP Relay started working. Can we get more information on this please.

 Did you Ipsec relay stopped working on a normal interface and you had to enable ipsec relay even ipsec is not involved?
