SSLVPN - Cannot change IP range or any other settings

I cannot download the config from it either to test the VPN.

Then follow the KB. 

Rebuilding the CA with all the required fields for the device did the trick.  There was not a Custom CA, but the "Default" CA was empty of all its fields.  Not sure how that would get generated initially without the fields, so that could be a v19 bug.
